What does this mean?

X-Note: Reverse DNS & IP: pop.gmx.net [213.165.64.20]
X-Note: Country Chain: 'EU' [corrupt RIPE data]->GERMANY->destination

This has triggered ROUTING test and I am just wondering if the all-dat file is corrupt or needs adjustment or ...

That means that RIPE (the organization allocating IPs in Europe) made a mistake, and allowed the country code for the IP to appear as "EU", which is not valid. However, the ROUTING test does not rely on the all_list.dat file.
