It's actually during the shut down that this happens during a window of
a few seconds. In order to avoid this, always stop the SMTP service
before shutting down, and also before stopping the QueueManager service.

No changes have been made to Imail. There is a scheduled task that runs
at 3:00 AM that reboots the Imail server. I suspect that the first
queue run after reboot was when they were delivered.
Others will chime in, but this is a known issue that after a reboot
that the QueueManager will grab email that has not been scanned by
Declude yet and deliver them.
