Matt @ Mailpure has an IPLinked filter. I've got a link to his site here: http://it.farmprogress.com/declude/declude.htm

I've never seen a test aimed at gibberish URLs.

Darrell @ Invariant Systems has an external program that detects URIs in the body and runs them against URI lists. He offers a free demo. There is a link on the above site too.

Subject: [Declude.JunkMail] URL and IP Test

Hello All. Just wondering, somewhere did I not see tests for IP's in the body of the email that were numbers, and a test for gibberish URL's in the body? I
don't see them in the manual.

Cheers
              Mark
