Don, Maybe try looking in the log to see if there are any errors.  Check your global.cfg for multiple test entries named BLACKIP.  Unless something has changed, I don't believe the following lines are appropriate for an ipfile:     SKIPIFWEIGHT 30     MAXWEIGHT 30     STOPATFIRSTHIT Maybe also remove the "#" following the CIDR range as this might be causing a parsing error and it is not required.  Anything after the IP/CIDR range and a space is treated as a comment.  Maybe shorten your comments also to see if you can't isolate a condition that would cause this to miss.
