You are correct Sandy, it doesn't, but it can cause a surge in processes running. My way of thinking, why run the test if you don't need to?

Since external tests create the most load on the system, it would be
nice to run them last and only if skipifweight hasn't been met.

SPAMC32  hitting  a  remote SPAMD doesn't (shouldn't) create more load
than full-text searches on the local box.
