The message test I sent to another server made it, even though the score was
a point above my hold weight... but the CC copy I sent to my declude server
was deleted....
So, it appears that outgoing mail is only noted, no actions are taken.

Okay, it was simple.... I didn't have any XOUTHEADER specified in the
global.cfg.... so declude is scanning outgoing mail.
but, i noticed the score was 17, one point above my hold weight... is
there different actions for outgoing mail as in hold/delete?

It's pretty simple. take all of the actions you have defined in your
$default$.config and copy them to your global.cfg.
Actions placed in the Global.cfg apply to outgoing scanning. Actions in
the
$default$.config apply to incoming scanning.
