I got the following from F-Prot technical support at 6 AM this morning:

"Unfortunately we are experiencing some problems with our servers due to 
extensive traffic. These matters are being looked into as we speak.  We 
apologize for the inconvenience and ask you to try again in about an hour."

The problem seems to be fixed, as I was finally able to download the new 
version with no delays from their web site.
