I've tweaked the settings, knowing the issues before I tried 4.x. The
problem is that because they are batch processing and because there is
significant latency in scanning some messages to factors such as
messages size, virus scanning and DNS timeouts, the server does nothing
for long periods while it waits for one task to finish regardless of
whether there is one message in proc or there are 1 million messages in
proc.
It's a faulty design that leaves more than half a server's CPU capacity
unused due to the mere fact that they wait for all threads to complete
before moving in a new batch.

I commented along time ago about this. Declude does give you options
to work with this. Essentially changing your WAITBETWEENTHREADS
setting works around this fairly decent. I use it to give just a bit
of time between each of the threads to prevent (50+ external programs
from being called at once.
Now as you tweak that setting and others you will give yourself a more
predictable cpu curve line. By tweaking the settings you can keep
decludeproc processing messages and hopefully never entering the
"WAITFORMAIL" cycle.
