There are two possibilities that I can see.

First, the user may be set up not to have their mail scanned, with the 
per-user/per-domain settings.

Second, the MIME headers were corrupt when the virus was sent; the user's 
mail client figured it out and sent it to you correctly.  However, with the 
most recent versions of Declude, it is unlikely that is the case.

Have you checked the Declude Virus log file to see what it says for that 
E-mail (when sent to the first user, where it isn't caught)?
