Note that the debug log file entries aren't meant to be self-explanatory (sometimes they may indicate things that are non-intuitive). :)Listed below is the lines from the declude log file showing that it is indeed using CFG file C:\IMAIL\Declude\lrbcg.com\bheckelman.junkmail.
I also have included the header from the held message and the bheckelman.junkmail
file. I set up Imail to copy all mail to mailtest @ lrbcg.com so that I
could forward a copy of all mail for one of our hosted domain to the domain
admin. I am not sure if this is what is causing the problem or not.

If you set the actions for the mailtest@ account to IGNORE, it should then work as you expect.
