IMHO, it does not matter too much, but as soon as you decide to do the
initial cleanup in sandbox, that's fine with me.
What we should avoid is keeping the project in sandbox forever, and move
it to trunk asap. If you need some help to add the required headers,
then I'm available (all in all, it's just about wrting a quick sed script).
Adding the maven rat plugin could also help to know what's missing.
