It's a release check, yes, but it's also a good way to know if some file
has a missing header. It's a good policy to have it early, but you have
to know that maven will barf violently in this case !

Well, we can just add it to be sure all files have the required headers,
but it may be commented.
i'll experiment it locally, and will give some feedback.
