I wonder if it will be possible to have apt or dpkg query the bugs database and avoid upgrading packages (unless forced) with critical or grave bugs. At least a warning would be good. Checking ever upgradable package manually on bugs.debian.org can be too time consuming. Alternatively (this is probably far fetched) I wonder if it is possible to maintain historical information of how dependency trees have changed over time so aptor dpkg can move a distribution both forward and backward in time.
