Justification: renders package unusable

On attempting to install apt-utils in dselect, the following messages appears 
on the dependencies
page:

apt-utils depends on libapt-pkg-libc6.2-3-2-3.2
libapt-pkg-libc6.2-3-2-3.2 does not appear to be available

Of course, this means that the package won't install. I tried adding the woody 
dist to my
sources.list but to no avail. I believe it was installed before I went to 
testing from woody. Am I missing
something? The only reason I want to install it is for apt-extracttemplates and 
the preconfigure
minor bug. But I can't install it at all.
