I think it is also a question of how large the database is supposed to be. If only a few records are needed, XML should cope; if there are to be several hundreds or thousands of records, a more powerful DB (Firebird, My/Postgre SQL) will have to be used.
But then again, if it is a DB to be setup and maintained by end-users, I don't suppose it will be too big. If so, XML sounds fine IMHO.
