You can hook into a mobile directly with the likes of or you should be able to get hold of the command syntax for a phone and write your own:
http://www.oxygensoftware.com/products/tsms/index.shtml or via the web with the likes of: http://www.esendex.com/products-sms-sdk.aspx I haven't tried either of these but the latter would be favorite I guess - the HTTP API might be more appropriate if you didn't want to install the Active-X. There are charges of course but the service providers have to make a living too.... There may be other providers with a more appropriate charge structure - the above was just the first I found.
