I think he thought that since you have a French-looking name, you'd probably be able to understand French. :-) I can't understand much from it, but I think you'll also need an installation CD for Windows 2000 Server for this hack. Apparantly they will install the IIS server from that system on XP-Home. At first glance, it could be a translation of the site that I directed you to. Keep in mind, installing any version of IIS on your system will probably be a license violation. If you don't care about violating any licenses, steal a copy of XP-Pro instead. Otherwise, buy a copy of XP-Pro since that will save you a lot of pain. And if both are no option, consider Apache or other (free) webserver software.
