A little more info: If the "activate" check box is clicked, an error message comes up saying
"Project HTTPServer.exe raised exception class EIdCouldNotBindSocket with message 'Could not bind socket. Address and port are already in use.' Process stopped. Use Step or Run to continue." So maybe there is something already using the 127.0.0.1 IP address. Does anyone know how the IP address can be changed?
