If you're removing RAM to see if that's a problem, remove more ram (ie: let it have 2GB). *IF* Delphi does have a problem (Delphi 7 surely does not, I'm running on 4Gb myself) then the problem is most likely related to the "negative" addresses you'd get once you step over 2 GB address space. Also I'm pretty sure CodeGear tests Vista stuff with more then 2 GB of RAM simply because Vista doesn't run all that well with only 2 GB of RAM and I'm sure they can afford more.
You might want to re-install the whole thing (starting with a format and a reinstall of Vista). After Vista finishes installing install Delphi without installing anything that's not required. At least you'd know for sure it's the hardware+os+Delphi and not something else. A final thought: What processor are you using? You only said it's a dual core, but what kind of dual core?
