For small projects, we tend to use Access db's. Most businesses already have
Office and hence have Access installed.

We've used two BDE alternatives which are royalty-free.

Opus DirectAccess - requires installation of special DLL's and a couple of
registry entries on each client PC but can be automated and otherwise is
fast and painless. Only supports Access db's.

ODBC98 - most popular db's now have ODBC support and this is very fast. This
set of components requires only a data source to be set up on the client, no
DLL's. It now features a component to do the setup for you.

Both are well supported and reasonably bug-free.
