                I think the .LIC files are for development time use
only.  There are some
                OCX controls that will work file on the development
machine without the .LIC
                files, but when compiled with an app will not work on
other machines.

                In Tony's case, it would seem that the OCX control is
thinking that it is
                being used in design mode.  What happens if you use the
same OCX in say,
                IE4?
