For development you should always use NT :)
I have developed on 95 which is stable enough until your program hangs the
system or causes some other crash and you have to reset it. Which can happen
often enough to be quite annoying.
Win98 is new enough that there are bugs in it that won't be fixed for a while,
reverting to an older version is good system management policy in general.
