[DUG]: BDE Intialisation Error

I have Delphi 4.03 running under NT4 service pack 5.
When Delphi IDE is running any attemp to to load another EXE requiring the BDE for 
paradox  
returns the error 'Failed to initialise the BDE .. etc Error No $210D'
(The error also occured whith Service pack 4)
Any clues?
