If doing a FULL install it is normal to install over the top. A partial
installation can be put somewhere else. However partial installations have
problems and are not recommended by Borland.

Wise in my experience does this automatically, Installshield Express not. The
point is that there can only be one registry key HKLM\Software\Borland\Database
Engine DLLPATH in the target system. If your installation changes that key to
point to the copy of the BDE you just installed then all applications will
reference the new location. The point of installing into the same directory is
to avoid duplication, and to merge any existing aliases with any new ones
created by the new installation.
