I had the same problem with Delphi 4 on my home machine (BORDBK40.DLL).
After trying to register the DLL manually and trying a reinstall over the
top I found the only way to solve the problem was to uninstall and delete
the Borland tree (it was left over).  After reinstalling again the problem
was gone.

Ent on NT4WKS SP4. ANY ideas pointers, FAQ's suggestions extremely

It sounds like the debugger is not registered. What you can do is find the
DLL and run RegSvr32 on it, I think that fix's it.

I think from memory I had this when trying to install D4 on Windows 2000
Beta 2.

A re-install of D5 should fix it,  keep a copy of the important registry
keys so you can simply restore the machine to the state it was in previously
(like installed packages etc)
