I would agree that it is the Video card/driver.
What type of Video Card?
PCI bus or AGP?
Suggest you try using a different video driver eg a plain M$ one, or if it's
a AGP port try using the PCI driver instead.
I have heard of this happening on some AGP video cards - the problem is
usually the driver, not the card itself.
Have look on the video suppliers web site and see if there is a new driver.

The list has been quiet (almost Dead) ...
