That would be correct. TrueType fonts are mathematically described and hence
can be generated at any size and angle and provide nice 'hints' for
rasterising down to pixels.

Non-TrueType fonts are essentially just raw bitmaps and you are not likely
to get very attractive results applying a rotational operation to them.

S3 cards have some of the least 'feature complete' (i.e. buggiest) video
card drivers in existence. They have dubious imagelist functionality, screw
up when dealing with raster ops on large monochrome bitmaps.

I'm not suprised if they have patchy acceleration support for video modes
that didn't need to demo well at a trade show :-)
