I echo Matrox comments, however I had trouble when trying to Install a
Millenium II AGP in a NT 4.0 system, drivers refused to work correctly.

For 2D only - I'd go for a cheap Matrox (Mystique/Millenium/Millenium II) -
they have very good drivers and they're very nice fast 2D cards.

Get 2 Matrox's and you can do dual monitor debugging - very handy for
Painting issues when writing your own UI controls from the ground up :-)

For 2D/3D - I'd find a cheap nVidia TNT - they also have very good drivers
and they're very nice 3D cards for the price.
