The problem is not so much Delphi as in the device drivers for the video
card/integrated video you have in your machine. Apart from Matrox and nVidia
drivers most of the others venders in the market provide drivers that are
some what broken, and some more than others.
You can correct this problem some times with a driver update, but in some
cases (like Intels integrated i810/i815 video, and S3's Trio) there are no
drivers available that fix the problems, and no particular rush from the
vendors to do anything about it.
