Depends what you mean by a net based application?
 
If it was a small DB Based App (mainly quering the odd update) then PHP
For a large DB App (1000's of concurrent users etc) then some Java Based
Application (EJB's)
In between then probably JSP
For an Interactive App then a SOAP based 3 tier App using a
moderately fat client or a MW system (like kbmMW) or an
Object Persistence Framework (like Techinsite or Bold) tho
I don't know if bold supports a Web based protocol

In which case are you asking for a comparison of
ASP.NET (using Delphi) and WebSnap, Not that I'd
recommend either but at least WebSnap is cross platform
(and here!)

Was a little confused over .Net being a developement tool
So what are you trying to compare? Delphi.NET v Websnap
