The arrow keys are being eaten by the TCustomForm.CMDialogKey processing. If
you want to get your hands on them you need to intercept the CM_DIALOGKEY
and do your stuff before Delphi.

For more general solution see my previous rants on the list about
CM_CHILDKEY processing 8-) Interestingly both Kylix and .NET both handle
this are far better than Win32 and Delphi. Partly because of the
environments involved  and partly because Borland/Anders have learned over
the years.
