If the source is too small, then surely any converted image will also be too small. 
What you may have to do is a bit of careful editing with the pencil tool. Paste the 
too-small image into a right-size bitmap, then stretch it out to fit, so you have a 
very chunky bitmap. Then use the pencil tool to de-chunkify it.
