Yup, there is ICS for kylix - I think just 1 or 2 units and then just build the ICS source as usual.

From the little I've done, kylix looks promising : worth
investigation, say. You can certainly bang out hello-world web apps
about as easily as Delphi.
Just as an example of what you could expect, I ran into difficulty
porting a web app with a 3rd Party component which depended on the
'Graphics' unit. The Apache user doesn't get permission to do any
X-Windows stuff - at all - so the app would crash with a nasty error
about not being able to load some .so (~ .dll). Presumably if I'd
removed that component it'd all have been okay.
(After years with Windows 'you wanna do that? Go right ahead' attitude,
Linux permissions are pretty darn brutal ;)
I left it at that, but yeah, I got my feet wet enough that I'd consider
it a contender.
