Depends on what the app is doing. Is it reading the Registry? What part? If it only needs read-access to the registry, modify that app to use reg.openkeyreadonly instead of reg.openkey.
Otherwise use regedt32 to modify the registry permissions for that part. Putting the user in the "Power Users" group may solve the problem.
