I've been doing a little research on this same subject as of late, and I've come to the conclusion that ASP .NET is probably the best way to go for a number of reasons. It's available from most IDE's including Delphi's. It can be run from Linux or Windows servers. Can be used with a variety of database engines and formats. And it appears it will be with us for a long time as it's designed for .NET.
