I use dxGetText (or GNU gettext for Delphi) http://dybdahl.dk/dxgettext
It is very good and seems to be an international standard for many applications for Windows and Linux. All text in labels and other components requires only a minute or so per unit. Text used within code simply needs a function wrapped around the text for it to be translatable. The translations can be compiled into the app, but I prefer it to be external so translators can see the results as they go. By default it uses a folder structure based on the language code, Several translations are also available in different languages for the VCL/CLX, so Delphi messages are translated too. poEdit is a user friendly tool to enter the translations. It shows you how many translations are left to do etc. or you can use Notepad.
