This is a Windows XP Pro function. Disable Simple File Sharing, and then (with NTFS) you can set access permissions for every folder on the drive. Locking a parent folder (like C:\Program Files) also locks all the children files.
Permissions are set by user name or by group (administrators, power users, ordinary users, etc.) Start with the security tab under Properties when you right click on a folder name.
