Yes I was going to try that but the checkbox to turn sharing off is
for ALL other users and its also grayed out. Where do I find this simple
File sharing setting at, and once that is turned off, can I set permissions
differently for different users?

This is a Windows XP Pro function.
Disable Simple File Sharing, and then (with NTFS) you can set access
permissions for every folder on the drive. Locking a parent folder
(like C:\Program Files) also locks all the children files.
Permissions are set by user name or by group (administrators, power
users, ordinary users, etc.) Start with the security tab under
Properties when you right click on a folder name.
