alTop/alBottom take precedence over alRight/alLeft (not sure why that should be the case, it's just the way it is, I guess something HAD to). The way to get the effect you want is to add your left hand panel and splitter, then add an alClient panel in the remaining area of the form. Then add the alTop GroupBox and Splitter, and alClient GroupBox into the alClient panel. Make sense?
