Early versions of Delphi came with a reduced feature version of
Installshield, called Installshield Express I recall.

But I then discovered Jordan Russell's Innosetup, which is much better and
completely free (you can donate, of course). It has been updated over the
years and I think you will find it does everything you need. I strongly
recommend it - see

Is it still around somewhere?  It did the job easily then.  I can't even
find my Delphi 7 DVD to install Delphi 7 any more!
