"Install Shield Express", and also to those who
suggested "Innoshield" with a help file I am now
studying.

If you originally registered your Delphi 7 with
Borland, contact support at Embarcadero.  They'll
confirm your registration, supply you with install
keys and provide a link to a download of Delphi 7
(and probably any other version you registered).
I recently went through that process when I
couldn't locate my original Delphi 7 CD.

I use Inno Setup.
