Do you mean as a background to the text? Do you need to edit the text? you could use a label, on top of an image?
you need to be more clear on what you want to achieve. TMemo is a wrapper for a Windows API Edit control, so, while its achieveable to draw stuff in the background, it takes effort and may not be what you actually need. Typically, I would create a transparent TMemo by subclassing the Windows control via a new TMemo. I cant remember exactly how to do it, (its been a while) but it is related to the Control Opacity when you create the window handle class at the api level.
