Just a thought, but do you need a native iPad app or can you get away with an iPad friendly web app?
Frameworks like "Sencha Touch" and "jQuery Touch" allow you to create web applications that virtually behave like native apps and you would not need to have any apple machines apart from maybe an iPad to actually test it.
