As I understand the Windows Surface intel is effectively a full (Intel/x86) laptop running full Windows 8 with the addition of a full touchscreen. So yes, Delphi apps will run on this, it is a standard Windows 8 PC. The touchscreen will allow touch to do the standard Windows mouse functions, such as click here, minimise, maximise, put focus in this edit box etc.
