As a general rule it is a *very* bad idea to install older versions of
Delphi under the Program Files folder on Windows versions later than XP.
Older versions of the IDE do not behave well under the more restrictive
policies in place on that folder since Vista.
I would strongly recommend that you back out your Delphi install entirely
and start over, installing into some other folder entirely outside of
Program Files. I typically use a structure similar to:
C:\Delphi\<version>
C:\Delphi\Shared Files
For consistency I choose to install *all* my Delphi IDE's into this folder
in this way. And always run the installation setup.exe elevated (i.e. as
an Administrator).
