When you re-installed, did you run the installer elevated ? When you registered the dll were you in an elevated command prompt ? Did you use the appropriate version of regsvr32 as per Laurence's info ?
I do not think it is related to this DLL but for future ref I have also found it necessary to create a DEP exception for older editions of Delphi IDE's (D5 and D7) on Windows 7 systems.
