It always seems like the fairest and most sensible licensing system to me. We license our software on a per user basis rather than a per machine basis. Borland should be congratulated on their licensing policy.
p.s Do you actually use power COBOL???!! I've seen acu-Cobol, that was terrible. You wrote twice as much code as a normal app because you had to manually type all the screen stuff (although it may have changed now).
