I use http://www.webhost4life.com/hosting.asp. I use their basic plan which is US$4.95 per month. This gives me 50Megs, sub-domains, unlimited traffic, great detailed statistics, ASP, MySQL & MS-Access database, and lots of others things I don't use. FTP and WebFolders access. The $9.95 plan supports MS-SQL. So far they have been reliable.
