Couldn't you just use AT commands to a modem forcing it to do a blind
dial, The problem with TAPI is
physically interfacing it with the phone system, you need a phone system
that supports TAPI like controls
and in
my exp you are usually dealing with an existing phone system
The
only prob with the modem approach is that it wont work with a digital
phone
