I decided to change one particular radio group to a single select listview. This gets around the problems and makes it look nicer as well.

I've also got around the TCheckboxList problem with a free component I found at Torry's. It uses standard TCheckbox items on a Scrollbox as someone suggested. It was designed for D2 but it runs fine on D5. I've modified it to be more compatible with the TCheckboxList. The TCheckGroup works well with much less code than the TListbox descendant. Borland should have used this method in the beginning. I've attached it if anyone is interested.
